How to install it?

Go to Microsoft Store from your Windows Phone and search for Office if you did not install it in previous. Generally Office app found installed in Windows Phone. If you found Office then install it by touching the Install button.

How to run Excel Mobile?

Step 1:
 From the App list of your Windows Phone (I'm using Windows 8.1) tap on Office icon.

Step 2: This will show you the recent used Office Documents which was used earlier. Now touch the (+) sign showing in popup menu.

Step 3: This will open a popup window named New. Touch the Excel icon.

This will start the Excel Mobile.
